Today, in Mexico, begins a “recount” of votes cast in Sunday’s presidential election… in which the umpires are refusing to recount the votes.
Election authorities of the Federal Electoral Institute (IFE, in its Spanish initials) closed ranks on Tuesday with the National Action Party (PAN) of President Vicente Fox and candidate Felipe Calderón to oppose the actual recounting the votes. This, on the heels of Tuesday’s “discovery” of 2.5 million votes hidden by IFE since Sunday’s election, added to a growing body of evidence – and corresponding public distrust in the institutions – that a gargantuan electoral fraud has been perpetrated.
The partial “recount” began at 8 a.m. on Wednesday, in Mexico’s 300 election districts – each with an average of 400 polling places and 140,000 votes to tabulate – and sparks are already flying over the struggle to conduct an authentic count in the sunlight of public scrutiny. Attorneys and party bosses of the PAN – whose triumphalism has turned to visible panic in recent hours – have orders from headquarters to universally oppose the reopening of any ballot boxes and subsequent public accounting of the actual number of votes cast for each candidate. On the other side, representatives of the Democratic Revolution Party (PRD) of candidate Andrés Manuel López Obrador and many outraged citizens armed with video cameras have besieged the 300 recount locales demanding an actual ballot-by-ballot recount.

Iraqi PM demands rape probe, slams US immunity
Iraq's prime minister called on Wednesday for an independent inquiry into the alleged rape and murder of a teenager and killing of her family by U.S. soldiers, and for a review of foreign troops' immunity from Iraqi law.
Five months before the expiry of the U.S.-led occupation force's United Nations mandate, Nuri al-Maliki said he was not calling for the early departure of the troops, who he said would remain for as long as Iraqi forces required assistance.
"Yes we will demand an independent Iraqi inquiry, or a joint investigation with Multinational Forces," Nuri al-Maliki told reporters during a visit to Kuwait, in his first public comments since the case came to light five days ago.
"We do not accept the violation of Iraqi people's honour as happened in this case. We believe that the immunity granted to international forces has emboldened them to commit such crimes and ... there must be a review of this immunity," he said.

A U.S. congressional panel has ordered Defense Secretary Donald Rumsfeld to turn over documents on the probe into abuse at Iraq's Abu Ghraib prison after the Pentagon failed to respond to an earlier request.The House Government Reform Committee issued a subpoena to Rumsfeld last week and said the Pentagon must produce a raft of documents, including all drafts of the report on the Abu Ghraib investigation, by the end of business on July 14.The subpoena follows Rumsfeld's failure to respond to a March 7 letter from the congressional panel requesting the same documents.A Pentagon spokesman said on Wednesday he knew nothing of the subpoena.

Italian spy master arrested over CIA kidnap
Police arrested a director of Italy's military intelligence agency on Wednesday on suspicion of helping the CIA in the alleged kidnapping of a terrorism suspect in Milan, judicial sources said.
It is the first Italian official has been linked to the 2003 abduction of Hassan Mustafa Osama Nasr, also known as Abu Omar. Nasr says he was flown to Egypt and tortured.
An Italian court has issued arrest warrants for 22 suspected U.S. agents over the abduction, but no Italians had been sought until now.
The judicial sources, who asked not to be named ahead of an official announcement, said that police arrested Marco Mancini, director of a division of the Sismi military intelligence agency.

National security advisors on both side of the Atlantic were involved, on the U.S. side, then-National Security Advisor Condoleezza Rice and on the Italian side, Ambassador Giovanni Castellaneta, who at that time was Berlusconi's national security adviser. "It is unthinkable," Scheuer says, "that such an operation could have been carried out without informing first the appropriate Italian authorities, in particular Nicolo Pollari, head of Sismi, and without obtaining prior permission by the Italian National Security Agency."
